Background
The WARIDI UPWARD (Uplifting Participation in Water-related Decision-making) intervention proposes to pilot a community-level intervention to address gendered social norms that limit women’s participation in decision-making relating to water, sanitation, and hygiene (WASH) and integrated water resource management (IWRM). Social norms are collective practices reinforced through social expectations and influences. Gendered expectations about the proper behavior of women and girls, and boys and men, are one important arena of social norms. In explicitly targeting gendered social norms, the UPWARD pilot intervention aims to address underlying dynamics that inhibit gender equality in benefits related to WASH and IWRM. The key objective of the intervention is to facilitate community dialogue about sanctions against women and support processes that seek to transform social norms that inhibit women’s participation.
The intervention consists of the following two phases:
Phase I June 2017– January 2018 (completed) Formative research on prevailing gendered norms
Expert consultation on intervention design
Development of full intervention package
Baseline qualitative data collection
Phase II February 2018 – February 2019 Training of intervention staff and partners
Implementation of intervention in two communities
Periodic monitoring

Iris Group seeks to contract a coordinator to assist with training, and lead community-based sessions that make up the UPWARD GSNC intervention, with supervision and support from US-based Senior Gender Advisor and the WARIDI Gender & Youth Advisor.
Anticipated level of effort: Up to a maximum of 90 days, spread across a 12-month period Reports to: Gender & Youth Advisor, WARIDI; Senior Gender Advisor, Iris Group
Primary responsibilities
• Coordinate and advance the start-up, implementation, and monitoring of a community-based gendered social norms change intervention;
• Co-facilitate community-based sessions including training workshops, community dialogue, critical reflection processes;
• Lead and support a core group of community-based facilitators in two intervention communities, and sub villages where necessary;
• Assist with end line qualitative data collection;
• Identify issues and challenges that arise during implementation phase; work with project team and Local Government Authorities (LGAs) at the district and ward levels to resolve;
• Conduct ongoing monitoring of community-based activities; prepare and submit monitoring reports (in English) according to established timelines.
Key qualifications
A successful candidate will possess the following skill set and educational background:
Essential
• Experience facilitating participatory gender training, gender analysis and/or participatory rural appraisal;
• Experience with coordinating and facilitating community engagement in social development projects;
• Ability to document activities through clearly-written summaries in English;
• Ability to travel regularly to Kilolo (Iringa) and Kilombero (Morogoro); a base in either Morogoro or Iringa will be highly considered;
Beneficial
• First Degree in Social Sciences
• Background in women’s empowerment and/or engaging men and masculinities;
• Qualitative research experience and/or focus group discussion facilitation skills will be highly considered;
• Experience in supporting community change processes through critical reflection and dialogue approaches;
Experience supporting community-level decision making and/or LGAs.
