JOB PURPOSE
To lead a proactive risk, control and compliance function covering Zantel’s Mobile
Financial Services (MFS) business.
CORE RESPONSIBILITIES
Risk management:
Develop tools and methodologies to support the MFS business in identifying and managing risk
Working with all key stakeholders, ensure risk management activities strike an appropriate risk/opportunity balance and are embedded in daily activities
Own the MFS risk register
Transaction monitoring and anti-fraud activities:
Working with IT and revenue assurance, ensure continuous transaction monitoring is in place
Execute transactional analysis to identify transactional anomalies, unusual transactional counts, unusual, erroneous and potential fraudulent transactions
Put in place systems to monitor user
profiles to identify high risk areas and associated risks including merchants, customers, employees and any associated accounts
Continually update monitoring processes to ensure alignment with best practice
New business/new product and service development:
Review new business proposals and highlight key risks that might impact the business
Work with other stakeholders in MFS and Revenue Assurance to design and implement solutions to mitigate these risks where possible
Participate in the sign off process for new products, services and partnerships
Internal processes and controls:
Internal controls relating to MFS will be
operated by relevant members of the MFS operational team, finance
(including treasury), IT and others.
Your role will be to ensure such processes and controls are
effective and efficient in managing risk
Ensure robust, effective internal controls
are implemented within the MFS business in an efficient manner
Ensure segregation of duties exists for key
MFS tasks
Own the MFS Delegation of Authority matrix
and ensure that operational procedures are in accordance with it
Ensure alignment of all internal controls
with the requirements of the Group Internal Control Manual
Promote the use and development of automated
controls to improve efficiency, effectiveness and reduce the risk of
fraud and error
Ensure operating procedures and control
activities are documented and up to date
Ensure controls are designed to manage risk
for all new products and services
Anti-money laundering (AML)
Many AML processes and controls will be
operated by relevant members of the MFS operational team or finance. Your
role will be to ensure such processes and controls are effective at
managing AML risk
Act as in-country AML officer
Ownership of local AML policies covering
Know Your Customer/Agent processes and suspicious transaction monitoring
Ensure AML policies align with local laws
and regulations and minimum Millicom Group standards
Ensure that all relevant
colleagues have sufficient AML knowledge and training
Monitoring and compliance
Ensure regular monitoring is
in place over the operation of key controls, compliance with AML policies
and any applicable local regulations
Perform regular spot checks and sample testing
Regulatory compliance
Working with the in-country legal team, ensure complete understanding of local and international laws and regulations and their application to the MFS business
Ensure compliance with all legal and regulatory requirements
As required, work with other stakeholders to develop key external relationships with regulators and present Zantel’s views in relation to proposed changes to laws and
regulations
Training and knowledge management
Responsible for training on MFS risks (including fraud risks/prevention) across the organization including induction and regular updates
Work with HR to ensure policies are in place for screening key MFS staff both at recruitment stage and existing staff on regular basis as required
Continuously improve cross functional communication relating to MFS risk
Share best practices in risk management, controls and compliance with other Millicom MFS operations
Qualifications:
EDUCATION AND EXPERIENCE:
Bachelor Degree - preferably in Accounting/Finance
At least a minimum of three (3) years’ relevant work experience.
Established risk and controls specialist with experience in a similar internal audit/internal controls/business controls/service function in a relevant (ideally financial services) business and/or one of the Big 4 firms Ideally mobile financial services or money transfer operations or experience in Banks/financial institutions
Strong understanding of risk, governance and compliance activities
Understanding of the telecom industry an advantage
