JOB SUMMARY:
The Regional Monitoring, Evaluation, and Learning Advisor is primarily responsible for providing MEL technical assistance to EngenderHealth programs and projects in the region. In particular, the Manager will provide organizational oversight, build capacity and ensure quality in all MEL activities conducted by EngenderHealth programs and projects in the East Africa region (Tanzania, Ethiopia, Malawi, Uganda and Kenya). This position will be a local hire. It will be based in either of EngenderHealth’s country Office in East Africa.
RESPONSIBILITIES:
• Ensure quality, standardized approaches to MEL for programs in the region
• Provide organizational oversight and ensure quality in program monitoring and use of data for decision-making
• Provide strategic advice on using data for improving program, development and operational inputs
• Develop and implement an MEL plan for the region
• Support field staff in developing and implementing evaluation and research studies, conducting data analysis, disseminating results and writing briefs, reports & peer-reviewed publications
• Review performance management plans, indicators, data quality assurance plans and data collection tools developed by field staff
• Build MEL capacity within EngenderHealth’s programs and promote knowledge exchange among MEL staff in EngenderHealth’s programs
• Collaborate in the development of organizational MEL standards, tools and approaches
• Lead development of performance management plans and indicators for concept papers and proposals for the region, as requested
• Conduct ethical and content reviews of study proposals and tools as part of the E&R SOP process, provide training on evaluation and research SOPs, and serve as a key member of the EngenderHealth Ethical and Technical Review Committee
• Conduct capacity building workshops and provide on-the –job training to a pool of staff in the application of Reality Check, as requested
• Produce reports, articles, papers and/or other materials
• Participate in hiring processes for MEL staff at field level, provide input into job descriptions and performance reviews
• Represent EngenderHealth at MEL technical working groups and other meetings in the region
• Other duties as required
Must possess the following requirements with or without a reasonable accommodation.
Education, Experience and Certifications:
• Master’s in public health or related field; PhD preferred
• Minimum of 7-10 years of experience in reproductive health or related areas
• Minimum of 7-10 years of experience in providing technical assistance to field programs in M,E&R, including in building capacity
• Solid experience in program monitoring and use of data for decision-making
• Solid experience in the design, implementation and reporting of research and evaluation studies
• Significant long- and or short-term experience in providing field-based TA in reproductive health, preferably family planning
Knowledge, Skills and Abilities:
• Exceptional analytical skills
• Excellent computer skills, with knowledge of necessary analytic software applications (quantitative and qualitative, such as Stata, SPSS, and Atlas)
• Exceptional interpersonal and teamwork skills
• Willingness to travel (up to 25% time)
• Fluency in English is required
