INVITATION FOR FIRST PROPOSAL FOR TENDER NO. AE/023/2016-17/HQ/G/013 FOR DESIGN, SUPPLY, INSTALLATION, CONFIGURATION AND COMMISSIONING OF HIGH AVAILABILITY DATACENTER SYSTEMS (HADCS)
  1. Tanzania Revenue Authority '(TRA) has set aside funds for its operations during the financial year 2017/18. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for Design, Supply, Installation, Configuration and Commissioning of High Availability Datacentre Systems.
  2. Tanzania Revenue Authority now invites sealed first technical Proposals from eligible Applicants for Design, Supply, Installation, Configuration and Commissioning of High Availability Datacenter Systems
  3. The procurement will be conducted through two stage bidding under international competitive procurement as specified in the Public Procurement Regulations, 2013 - Government Notice No. 446 and is open to all Tenderers as defined in the Regulations.
  4. Interested eligible Tenderers may obtain further information from at the office of the Secretary of the tender board, Tanzania Revenue Authority (TRA) Headquarters, Room No. G 15, P.o.Box 11491, Sokoine Drive, Dar es Salaam, Tanzania. Telephone No.2119591-4, +255222119638 Fax 2128594, 255-022-119595 from Monday to F.riday inclusive except on public holidays from 8.00 am to 5pm.
  5. A complete set of Request for Proposal RFP in English may be purchased by interested Tenderers on the submission of a written application bearing name of the firm; e-mail and postal address, fax and telephone to the address given in paragraph 4 above and upon payment of a non-refundable fee of TZS.l00,0001- (Tanzania shillings One Hundred Thousand Only). Payments should either be by cash banker's cheque, or banker's draft payable to the Commissioner General.
  6. A two-stage RFP process will be used which will proceed as follows:
    (a) The first stage process will consist of submission of a technical Proposal only, without any reference to prices. Following the evaluation of first stage Proposals, a Proposer that has submitted a sufficiently responsive Technical Proposal may be invited to attend a clarification meeting(s), during which the Proposer's Proposal will be reviewed. Any required Proposal-specific changes, additions, deletions and other adjustments will be noted and recorded in a memorandum, or; if amendments are of a general nature, will be promulgated via an addendum to the RFP documents. Following the clarification meetings, Proposers may not be invited to submit second stage Proposals, if their first stage proposals contain departures from the requirements to the extent that it cannot be expected to be "responsive through the 2nd stage RFP process. All other suitably qualified and eligible Proposers shall receive invitations to submit second stage Proposals.
    (b) The second stage process will consist of submission and evaluation of: (i), the updated technical part incorporating all changes required as recorded in the proposer-specific memorandum, and/or as necessary to reflect any Addenda to the RFP documents issued subsequent to the first -stage; and (ii), the financial part.
  7. All first stage proposals must be accompanied by a Proposal Securing Dedaration form in the format provided in section IV - Proposal forms of the RFP documents duly filled and ~signed by the authorized person. The second stage proposals shall be accompanied with the proposal security of at least two (2) percent of the financial proposal.
  8. All proposals in one original plus ONE copy and a copy in CD properly filled in, and enclosed in plain envelopes must be delivered to the address below at or before 10.00 hours local time, Monday 27th November 2017. Tenders will be opened promptly thereafter in public and in the presence of Tenderers' representatives who choose to attend in the opening at the Board Room located in the 3rd Floor at the Headquarters of the Tanzania Revenue Authority, Sokoine Drive, Dar es Salaam.
  9. Late Tenders, Portion of Tenders, Electronic Tenders, Tenders not received, Tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
