REQUEST FOR EXPRESSIONS OF INTEREST
Assignment Title: CONSULTANCY SERVICES FOR THE DEVELOPMENT OF PROJECT MANAGEMENT INFORMATION SYSTEMS (MIS) AND SWIOFish PROJECT IMPLEMENTATION UNITS (DSFA, MANRLF AND MLF) Reference No. TENDER No.ME/021 (2)/2017-18/SWIOFish/C/22
The Govemment of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Southwest Indian Ocean Fisheries Governance and Shared Growth & Program - SWIOFish, and intends to apply part of the proceeds for consulting services.
The consulting services ('the Services") include
To design, install and operationaiize Management Information Systems (MIS), inclusive of database and related interfaces or dashboards, that can be used by Project Implementation Units) to support ready access to, and sharing of institutional performance and management of specific fisheries projects, including the SWIOFish project in particular it should be for the tracking of activities and related management functions of the SWIOFish project but will have application to similar current or future projects.
The Scope of Work:
The consultant will undertake tasks synergized across the two client Ministries, MLF and MALNRF
I) Review the existing project information system and data collection protocols for each agency, the databases and other repositories currently used.
2) Identify the different types of data that are currently being collected, howthey are being collected, where they are being stored, and what types of reports / information is being extracted from them
3) Identify, in close consultation with the three agencies, the type of information needed for tracking of decision-making indicators; and SWIOFish and other project objectives, activities and indicators prescribed in reporting formats for both client and agency,
4) Design a comprehensive Project Management Information System (MIS), which produces information directly relevant for decision making on the marine fisheries sector, as well as specific projects (particularly SWIOFish),
5) Review legacy systems for existing software and hardware in the three agencies, and provide recommendations on how to migrate to the new system
6) Identify software and hardware requirements needed to support the system, including an assessment of its cost.
7) In collaboration with the three implementing agencies, ensure that the proposed system is successfully installed in the three agencies test data transfer and implement required changes in the format or content of data
8) Run the newly installed system, and train sufficient people in each agency to ensure smooth operation moving forward
9) Prepare a user's manual for the designed MIS, including detailed instructions for the maintenance and sustainability of the designed MIS
The Ministry of Livestock and Fisheries (MLF) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
This assignment is expected to require expertise from different disciplines, and therefore is expected to be carried out by a firm.
I. The firm will need to have a minimum of 5 years of institutional experience in IT/ ICT, software development information management for decision making, or any other related field in similar/related conditions.
II. Information management for decision making, including Monitoring and Evaluation, IT/ ICT, software development and/or Customization, or any other related field in similar/related conditions.
III. The composition of the team should include personnel with expertise in M&E, ITIICT, Software Engineering Programming and System Analysts.
iV. A Team Leader should be an M&E Expert or Specialist in Information Management and a counterpart must have a Degree in Software Development/ System Analysis and Design (from a recognized institution) with at least 5 years post qualification experience,
V. Other key staff must have a degree and at least 3 years post qualification experience in the area of specialization.
VI. Experience with Government operations is an added advantage.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers; January 2011 revised July,2014 by World Bank Borrowers ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
