The Human Resources Associate will liaise with and receive technical guidance and direction from the Global Human Resources Department to lead human resources management and administrative functions at IPA-TZ, in coordination with the Country Director by performing the following functions:
Human Resources:
- Ensures legal compliance by monitoring and implementing applicable human resource statutory requirements; liaising with global and local legal counsel; conducting investigations; representing the organization at hearings
- Maintain and follow proper on-boarding and off-boarding procedures for IPA-TZ staff and ensuring proper documentation is completed Maintaining historical human resource records in a physical and cloud-based filing and retrieval system; keeping past and current records; ensuring HRIS system is maintained
- Updating job requirements and job descriptions in collaboration with Global Human Resources for all positions to ensure that organization’s organogram promotes efficiency
- Collaborate with Global Human Resource department to further development of recruitment processes, including skills assessment, and interviewing guidelines; leading screening and pre-selection of candidates; counseling managers on candidate selection; conducting and analyzing exit interviews
- Maintaining IPA-Tanzania personnel competency frameworks; ensuring competency frameworks are implemented, recorded and actionable; developing training packages to support employees in developing core competencies for their role and promotion
- Prepare employees for assignments by establishing, coordinating, and conducting orientation and training programs in coordination with the research department
- Ensure planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; counseling employees and supervisors
- Maintaining the local employee benefits programs and inform employees of benefits by assessing benefit needs and trends; recommending benefit programs or changes to the labor law to management; directing the processing of benefit claims, including ensuring that statutory returns (Pension, Workers Compensation Fund, HESLB) are made in a timely fashion.
- Maintain management guidelines by preparing, updating, and recommending human resource policies and procedures and ensure that policies are appropriately presented in staff training materials
- Determine and recommend employee relations practices necessary to establish positive and collaborative work environment.
- Other duties as assigned by the Country Director
- Ensure that third party contracts, cooperation agreements, and MOUs are properly prepared, reviewed, approved, filed and updated.
- Supervising, assigning tasks to, and supporting the professional development of the Office Assistant
- Securing permits required to conduct IPA-Tanzania studies and programs, including permits for IPA-TZ staff
- Arrange logistics for business travel for IPA-Tanzania staff and partners, as relevant
- Provide logistical and administrative support to project teams as and when required
- Support the management of petty cash
- Prepare Finance and Procurement requests for country office purchases and utility bills
- Assist timely renewal of medical, accident, and property insurance policies as per the need and decision of Management.
- Safety and security management (focal person, enforcing safety and security guidelines)
- Handle office repairs and maintenance by seeking necessary approvals and coordinating with service providers
- Other duties as assigned by the Country Director
- Only open to Tanzanian citizens
- Served in human resource management or in a comparable and relevant position for a minimum period of three (3) years
- A minimum of an upper second Bachelor’s degree in Human Resource management or a relevant field and a diploma from the institute of human resource management
- Advanced Microsoft Office competency to be assessed with a skills test
- Demonstrated high degree of administrative, managerial and leadership capabilities
- Ability to lead and develop strategic HR practices
- Demonstrated ability to maintain the highly confidential nature of human resources work
- Cross-cultural working exposure
- Excellent written and verbal communication, influencing and interpersonal skills
- Fluency in English
