Job Summary 
The
 Finance Officer is a full-time position and will be based in Dar es 
Salaam, Tanzania. S/he will set up and maintain the JSI financial 
accounts and administrative systems for the Community Health and Social 
Welfare Systems Strengthening Program. Finance Officer will be 
responsible for the accounting system, budget tracking and expenditure 
projections, expense monitoring and financial reporting for the Program.
 S/he will ensure cost-effectiveness, efficiency and accountability 
throughout the life of the Program. S/he will report to the Finance 
Manager 
Primary Responsibilities and Duties: 
<ul>
<li>Assist program staff with resolution of financial management and accounting problems;</li>
<li>Do QuickBooks data entry/receipts vouchers in the system;</li>
<li>Ensure that staff advances for activities are processed in a timely manner;</li>
<li>Ensure that staff salaries are paid on timely manner</li>
<li>Ensure that funds are transferred to the field offices on time.</li>
<li>Ensure all un-cleared transactions in S2B system are cleared within a month</li>
<li>Tracking and review of JSI vendors` invoices and ensure their timely payments;</li>
<li>Prepare JSI field accounts documents/vouchers and ensure their timely (on monthly basis) submission to HQ;</li>
<li>Advice Finance Manager and DFA on financial position of the project for funds transfer</li>
<li>Advice Administration Manager on status of vendors payments on weekly basis</li>
<li>Liaise with the bank on banking issues such as Check books, foreign exchange</li>
<li>Prepare the LPOs to various vendors upon receipts of all approved relevant documents</li>
<li>Perform any other duties as assigned by supervisor which are in line with the general concert of this position.</li>
</ul>
Desired Qualifications: 
<ul>
<li>Minimum Bachelor’s degree in a finance, accounting or business-related field;</li>
<li>Relevant experience with USAID-funded programs and knowledge of USAID rules, and regulations strongly desired;</li>
<li>At least 3 years of relevant accounting and financial management experience;</li>
<li>Strong organizational skills;</li>
<li>Excellent verbal and written English;</li>
<li>Extensive knowledge of Microsoft Excel and Proficiency in Microsoft Word and Access;</li>
<li>Experience with QuickBooks accounting system desired;</li>
<li>Strong communication and interpersonal skills;</li>
<li>Able to travel to project regional offices; and</li>
<li>Must be able to maintain confidentiality for all project and staff proprietary matters.</li>

KEY RESPONSIBILITIES 
i. To record all inward and outward mails/loans application forms 
from employers, and dispatch loan application forms to employers for 
guarantees. 
ii. To scrutinize loan applications and ensure that all 
pre-disbursement conditions are fulfilled before sent to superiors for 
approvals 
iii. To maintain borrowers’ files brought to Head Office for approvals 
iv.
 To maintain system database for all approved loans at branches, advise 
the respective branches via reliable approved means of communication and
 maintain records of the respective approvals for reference and audit 
trail. 
v. To assist the Branch Manager and Credit/Relationship 
Officers in liaising with centralized employers for prompt follow up of 
due installment deductions from employers. 
vi. To assist branches in follow up with employers for collection of cheques and establishment of reasons for non-repayment 
vii. To attend any other duties as may be assigned by your superiors. 
EXPERIENCE AND KNOWLEDGE REQUIRED 
Education: 
Ordinary Diploma or above in Banking, Economics, Commerce, Business 
Administration, Finance or Accounting from any recognized University or 
its equivalent

**What are we offering? 
The person hired will be responsible for providing technical support on 
the development and delivery of basic skills training for the 
Livelihoods Enhancement Component of the Productive Social Safety Net 
(PSSN). S/he will be self-directed and report to the Head of Operations -
 Tanzania, while also collaborating with the Director of Social and 
Livelihoods Promotion and managing relationships with external 
providers.

with the mission of reducing poverty and advancing economic citizenship.
 We work in the design, development and implementation of innovative 
projects, with the goal of helping individuals living in poverty to 
build, grow, manage and protect their financial, human, physical and

What are the tasks and responsibilities? 
• Manage the day-to-day activities linked with providing technical 
advice to the Tanzania Social Action Fund (TASAF) on the Livelihoods 
Enhancement project currently underway, supporting the Head of 
Operations in implementing the work plan 
• Support the implementation of training: accompany our government 
partner to implement paper-based basic skills training in 9 villages in 3
 districts; oversee a process evaluation. 
• Oversee the creation of new training content: work with specialists to
 outline and co-create new training modules which are designed to be 
delivered over an 18 month period for continued light-touch coaching. 
Training modules will cover themes such as personal development, 
financial education and entrepreneurship. Supervise pre-testing of new 
content in one village. 
• Manage the digitization of content: partner with Fundacion Capital’s 
internal product development team to develop an initial application for 
the already adapted and tested 6 individual modules of basic skills 
training for Livelihoods Enhancement to demonstrate a proof of concept. 
• Monitor the progress of activities: ensure on-time performance of planned activities within the allocated budget. 
• Write reports: document insights from the field and generate summaries for internal and external stakeholders 
• Advise partners on the design and implementation of effective 
livelihood enhancement strategies; participate in technical committees 
• Identify potential interventions which will promote greater productive
 inclusion and seek out public and private sector partners and donors 
who support similar goals 
• Attend national and international meetings and events on livelihood 
enhancement and the Graduation Approach to present the work of Fundación
 Capital

Personal Requirements 
The person we are looking for should be: 
• Independent, dynamic and persistent and an entrepreneurial innovator. 
• Highly committed to social and development issues and able to relate well with the people living in poverty. 
Technical Requirements 
• Languages: fluent in Swahili and English (oral and written) 
Skills & Knowledge: 
• Broad knowledge of livelihoods and productive inclusion issues (e.g. 
the Graduation Approach, access to finance and markets, technical skills
 training, coaching/mentoring) 
• Good writing skills, demonstrated through the production of reports, research papers and / or publications 
• Management and project implementation skills 
• Work Experience: 
• At least 4 years of work experience in the development sector 
• Field work with vulnerable communities preferably in Tanzania 
• Demonstrated experience in preparing proposals for funding 
• Education: Bachelor degree in economics, finance, development studies,
 community economic development or any other relevant discipline from a 
recognized institution; Master's degree preferred.

Financial Controller 
Responsibilities: 
• Provide support to the Board of Directors and management team as needed. 
• Plans, develops, organizes, implements directs and evaluates the Company's fiscal functions from every relevant perspective. 
• Manage Finance and compliance functions with the necessary processes and internal controls to safeguard the corporate assets. 
• Provides timely, accurate analysis of budgets and financial reports to
 assist the Board and other executives with their responsibilities. 
Oversee completion of timely annual audited financial statements. 
• Manages budgeting and long term financial planning process. 
• Provides strategic financial input issues affecting the Company (i.e.,
 growth, new markets, and evaluation of potential alliances, employee 
benefits). 
• Evaluates and advises on the impact of long-range planning, 
introduction of new programs/ strategies and regulatory interactions. 
• Develops reliable cash flow projection process and reporting mechanism
 that includes minimum cash threshold to meet operating needs of the 
Company. 
• Continually improves the timeliness and accuracy of the Company's cash
 flow and management of the billing and collections process and month 
end, quarterly and year end closings 
• Oversees risk and Corporate insurance requirements. 
• Coordinates with appropriate legal counsel relating to financial and 
corporate governance compliance and risk assessment matters. 
• Developing organizational strategies, business plan, budgets, 
financial controls, risk mitigation plans etc. and align financial goals
 with organizations goals 
• Managing company's financial performance, cash flow, liquidity, and 
profitability by balancing short & long term financial goals 
• Monthly MIS schedule updates with P&L figure which 
• Preparing Expense head wise schedules, put remarks for expense up or'd0~n reasoning. 
• Prepares monthly Revenue MIS, Process wise billing schedule etc. 
• Preparing individual schedule for SDL's wise Monthly P&L & Circulating mails. 
• Scrutinizing Function wise cost Allocation. 
• Monitoring the monthly GL reconciliation & ensuring posting of expenses in correct GL. 
• Preparing Schedule based on the business needs & the requirement: like L&D spends, Employee 
• Over time expense, -Transport charges etc. 
• Preparation of Budgets for CAPEX, OPEX, EBITDA, EBITDA %, ROI, Timely Efficiency Ratio, Ratio Analysis 
• Leading the Annual budgeting process 
• Proficient in GAAP and WRS 
• Monthly and quarterly reporting to Board 
Qualification: 
CA/ACCA/CPA with 10 to 12 years of experience in a manufacturing / industrial organization

individuals. The bank is growing fast with the focus of reaching out to 
the unbanked business by growing its network throughout Tanzania in the 
coming years. To accomplish this, the bank needs to recruit Loan 
Recovery Manager who is competent, analytical, experienced and 
hardworking individuals determined to go extra mile for their career 
growth and future. 
LOAN RECOVERY MANAGER 
Nature and Scope: 
The Loan Recovery Manager is primarily responsible to effectively lead 
and manage the EFC delinquent loan collection and recovery operations. 
In addition, s/he leads and supports the effective and efficient review,
 verification and analysis process for all loans in arrears to ensure 
appropriate recovery strategies are developed and implemented. 
Key Responsibilities 
The Loan Recovery Manager is primarily responsible to effectively lead 
and manage the EFC delinquent loan collection and recovery operations. 
In addition, s/he leads and supports the effective and efficient review,
 verification and analysis process for all loans in arrears to ensure 
appropriate recovery strategies are developed and implemented. 
• Manage and monitor all loans in arrears together with the performance of the Recovery Team; 
• Ensure recovery management with the highest level of pervasive 
professionalism through the application of EFC recovery activities 
protocols and proper department networking and skip tracing methods; 
• Initiate plans for recruitment, training and development of Loan 
Recovery Officers in accordance with the Company’s credit risk profile 
and make recommendations as appropriate to the Human Resources Manager; 
• Develop, maintain and monitor an external network of recovery partner 
specialists (i.e. from the tender process, through case allocation, 
performance monitoring and communication); 
• Review and ensure application of related lending policies, procedures 
and internal controls on a regular basis and submit appropriate 
improvement plans and strategies for consideration and approval as 
required; 
• Ensure achievement of all loan recovery related performance indicators
 and employment of necessary corrective actions as required; 
• Provide departmental status reports as required. 
• Monitoring and controlling the performance appraisal of all Recovery Team employees; 
• Co-ordinating and supporting staff development, coaching and motivation to enhance skills and knowledge by: 
o Regularly reviewing Loan Recovery Officer collection activity reports, 
o Regularly reviewing status of delinquent loans in litigation or 
assigned to external recovery partners (i.e. lawyers, bailiffs, 
auctioneers etc.), 
o Attending, observing and supporting as required loan recovery meetings with customers and guarantors; 
• Proactively developing recovery strategies in line with portfolio 
performance, implementing and communicating change as appropriate; 
• Leading and controlling processes, operations and behaviour to ensure 
all activities remain compliant with standard procedures, regulatory 
requirements and ensuring the concept of 'Treating Customers Fairly’ is 
adhered to at all times; 
• Driving process improvements within the department to maximise recoveries, mitigate losses and improve efficiencies; 
• Assessing the impact on processes from legislative, regulatory and business change and design/implement appropriate solutions; 
• Balancing the customer outcome with the Company’s financial and reputational interests when managing customer disputes; 
• Developing a strong network within the wider business to ensure that 
any activities which have an impact upon the Recovery Team and 
performance are identified and appropriately managed; 
• Raising the profile of the Recovery Team within the business through 
sharing of best practices, positive and proactive participation in wider
 business projects and identification of change management or strategic 
projects for team involvement; 
• Performance of any other job related duties and responsibilities as assigned by the CD. 
Qualifications & Requirements (i.e. education, skills and experience) 
The Loan Recovery Manager requires good practical knowledge of loan 
recovery best practices in the financial services sector and the 
foresight to see how the related intricate day-to-day activities link 
with and support the achievement of the vision and mission of the EFC. 
In this regard, specific qualifications and requirements include: 
• University Degree in business related studies; 
• Five years relevant middle management experience in a financial institution; 
• Good knowledge of credit and loan recovery systems; 
• Good leadership, management and team building skills; 
• Excellent planning, organisational and problem solving skills; 
• Ability to manage multiple priorities and deadlines; 
• Excellent oral and written communication skills; 
• Strong computer skills (Word, Excel, Power Point, database etc.). 
Qualifications & Requirements (i.e. education, skills and experience) 
The Credit Manager should absolutely have good practical knowledge of 
credit portfolio management in the financial services sector and the 
foresight to see how the intricate day-to-day credit related activities 
link with and support the achievement of the mission and vision of the 
EFC. In this regard, specific qualifications and requirements include: 
• Bachelors Degree in Business Management or Finance/Economics; 
• A minimum of three-five years’ experience lending to entrepreneurs in the micro and small enterprises sector; 
• Ability to manage multiple priorities and deadlines; 
• Excellent planning, organising and problem solving skills; 
• Excellent interpersonal skills with a strong customer service orientation; 
• Good leadership, conflict management, negotiation and team building skills; 
• Excellent oral and written communication skills in English.</div>
